Patch 5.7 - Two bugs w/tips on load screen

Bug #1: Visual bug - The new Summoner's Rift load screen has a bright orange flash right behind part of the white text of the tip. My recommendation is to add a drop shadow to the tips. Image posted below Bug #2.

Bug #2: When I went to get a screenshot for Bug #1, there was no tip on the loading screen... just "Did You Know".

The first one isn't a bug.

It's just the artwork.

The second one is a bug, but it has been so for months. That it has X chance to only get the "Did you know?" without any fact/trivia attached to it.
