Unable to buy rp

"Youve encountered an error please try again"

I get this trying to buy rp, ive googled it everyone says Reset/fix your IE settings, ive done all of it not working.

some say cant purchase rp more then once a day, I havent + its the next day and still doesnt work.

Some say paying thru paypal works but not the others, but i always use paypal and it doesnt work :/
