Ahri Passive No AP Scaling

I just played a ranked game as Ahri in patch 6.7. Date is 4/10/2016. The healing on Ahri's passive says the same usual stuff it normally does but the green ap parentheses bubble remains 0 the entire game regardless of ap. I did not notice it early, but after hitting several full waves with the heal i noticed something was not right. The normal per level scaling is unaffected, but the 9(+0) remains at zero regardless of level or ap.
