Blue line flickering on Turret display (Rift)

While in Rift, whenever I had targetted a Turret, (Regardless of whether or not I was attacking the turret or even if it was being attacked at all or not) There would be a slight, flickering distortion across the turret display that would come up. When I asked the other players about it, some could see it, and some couldn't, so I'm not entirely sure what could be causing it to occur.
