[GAMEPLAY] Veigar Q does not hit sometime and second Q proc seems off

Noticed in the Final Boss Veigar skin, not sure if the problem persists in other skins. Laned against nidalee and seems the Q goes right through her when she pounces. Not exactly sure how to measure but I know for sure it didnt hit. Happened occasionally when id try to harrass with the pass though shot.

The range indicator seems longer than what actually hits.

The pass though mechanics looks off when trying to hit a minion through a minion, meaning the pass through would go off in a different direction.
