Normal ping, normal fps, yet my game seems to constantly not respond

My ping is normal, my fps is normal and still i constantly stop moving and my commands don't respond. I see everything that is happening on my screen realtime yet I cant cast anything or move, not even something like hitting esc button. Someone please help me.
