Chat blocking is too harsh?

For a long time now, I've been having a lot of chat-blocking - not because I'm toxic or spamming, but when I go into Blind Pick and call my role, I get chat blocked even if I call my role once. It's really annoying especially when I don't get the role I intend to call. I just dodged because I wasn't able to get any role I actually wanted to play because I got chat blocked after calling once. I called top, got chat blocked, didn't get top, and mid got taken while I was chat blocked.

Can this be addressed, please?
