[GAMEPLAY] Thunderlord's Decree

Ranked 5v5

Thunderlord's Decree keystone seems to be bugged still. I was playing Jax and on my team Annie had the same mastery. The cooldowns did not appear on either of us and never procc'd for either of us all game.
