After the current patch, whenever Lucian uses the culling on minions they take significantly less damage. For example the ranked game I played today I used it to clear a minion wave early and I was only able to clear 2 minions without missing any shots with Janna shield. I tried this again later in the game with more items with similar results killing only 2 minions with a full culling.
i have experienced this too. normally before i recall if my ultimate is up, ill quickly use it on the incoming wave (not sure if this is smart or not, but whatever lol) and normally the entire wave dies faster than an ant colony when you spray raid on it. but it did no damage to the minions! it's like this ant colony was bred to survive the toxic chemicals in raid.
I need my raid back to i can wipe out an entire wave in seconds again :D

It's clear the 400% bonus against minions is not applying.
When The Culling's tooltip states it does 2300 total damage, the minions I'm facing have 700 life each, and I kill 3 of them with the full burst, then that means . . . .
It means the patch shouldn't have left the PBE yet, because this was a pretty obvious glitch!!
I don't think this is a bug, but possibly an unforseen consequence of the culling's damage nerf.
I just played a rank game where this happened to me also. Tried to use ult to clear wave and it took 2 out. This bug clearly causes the 400% bonus to not apply
