Play button is completely greyed out, logged out and back in 6 times, ran as administrator. Really don't want to launch a fulll repair as I'm not sure how long that takes.

They've just posted on their Server Status page that they are investigating the problem, so yeah hold off on that full repair. Check there for more updates.
Riot probably got hacked. Too much coincidence in the timing of their extended downtime and all the censorship controversy.
I posted this on a different post about the same problem. It seems like it's a problem with the new client; if you'd like, you can still open the old client. For that, what you'll have to do is: go to the Riot Games folder > then you delete the Riot Games folder inside it. Once you open the regular client (hope you still have it somewhere on your desktop), you'll open the old client again.
If the problem persists, and it's not related to the new client, I'm sorry.
One thing to remember is that every time the client updates itself, you'll have to keep deleting the folder and doing the same process over again. It has worked for me with a couple of problems I've been getting with the new client, and also helping some friends that I told to do the same thing.
