LOCKING IN BUG - UNABLE TO LOCK - LED TO PENALTY - CLIENT

I was on ranked mode and when it came time for me to LOCK IN the champion. No matter how many times I've pressed the button to lock in, it did no good. It wouldn't lock-in my champion. This resulted me being kicked out of the queue and placed on time penalty before I can join another game. Why am I being punished for this obvious bug by Riot?

Anyone else had this happen?
