Client Crash Penalities

I am growing increasingly frustrated with the client crashing. I know the new client is coming up, but the current one crashes a lot during champ select and I am getting worse and worse penalties. I don't dodge, ever, even if I hate the matchup.

I know my computer isn't the issue, nor my connection. I have run the repair tool and reinstalled several times.

I've gone from a five minute timeout to ten today, during a friend's stream, and he had to either stop streaming or leave me behind.

This is not okay. Penalizing players for an issue(that has been reported before as well) that is not in their control is like penalizing a fish for swimming. I don't get a choice when the client decides to screw up, but I'm getting penalties? I love Riot and the game, but I feel like I'm being punished for trying to play the game when this happens.
