[GAMEPLAY] Insight + Boots of Lucidity + Distortion Enchantment CDR bug

When playing Zed, having the Insight mastery and buying Boots of Lucidity with the Distortion Enchantment, there is a problem with the cooldown reduction on the summoner spells. It does not give all of the reduction. The timer on your summoner spells even jumps up to an increased cooldown after awhile. I have yet to try this on other champions, though.

1. Get Insight mastery.
2. Go into game, buy boots of lucidity + distortion enchant.
3. Wait awhile and check the difference in cooldowns.

I've tried this multiple times, all with the same effect.
