Zones into game 2-3 minutes late. Low MS and high fps rubber banding and unable to target abilities

I zoned into a game and the game clock said 17 secs. I went to lane and had a delay with abilities and was unable to target abilities or wards. I restarted the cleint and the game clock came back but I was unable to still target teammates with abilities only the environment. Same with wards. Later in the game I was able to target abilities and wards. Not sure how it came back.
