Can't use certain spells!!! Help?!

Today I was playing Katarina and during the middle of the game, it randomly prevented me from using certain spells, it wouldn't let me use my Q, R, and it wouldnt let me recall either. I know it isn't my keyboard's issue or my computer's issue because it lets me type outside the game and in chat. My game is on smart-cast so I could press Q and it would let have me select a target but I couldnt click on anyone to target. But I know it isn't my mouses issue because it would let me use my E and target someone. I disconnected and reconnected back into the game to see if it would fix it, however it didnt work and then I restarted my computer and see if it did, it also didn fix my issue. Then when I was trying to continue playing, I randomly got my spells back so I would use it again but then I lost them again when Shen (one of my teammates) ulted me. I switched to Quick cast to see if it would fix, that also didnt. I also tried binding the spells to a different key, that didnt work also. So I couldn't use them again after. I know it isnt my computer or mouse or keyboard. Help?
