Eve only one smite

The CD was 64 secs and i still have 1 smite. Im pretty sure im suppose 2 have 2 charges after me w8ing that long. I w8ed to see if it came back for like 4 minutes but it never resumed to having 2 smites. idk what happened for it 2 become only 1 smite
