So i just played a game where our illaoi was afk the first 5min,she didnt connect nor move and buy items,so when the 3min mark hit i tried to remake but it said you can only remake when you have somebody not connected or something like that
Chances are, that Illaoi was still attempting to connect to the game (stuck at loading screen?), which is actually one of several things that prevents people to be eligible for a /remake.
