Hot keys are not responding

So what happens is I enter a game and when I try to cast a spell it wont respond. None of the spells or items work. I have tried resetting it in the settings and disconnecting and reconnecting, but it still doesnt work. This is the second time it has happenned and I dont know how I fixed it last time so please help
