The Dark Seal and Veigar

Hey, I dont know much about the details but I just played veigar and was using The Dark Seal item. By the end of the game the item was saying it was giving me 15 ability power (+199). I dont know what was causing it to proc so high or if it was just saying it was that high and not actually giving me the extra goods but it was there. :)
