Lock In failing for champ select.

I've played about 20~ games since my first experience with this happening. Essentially we'll get to champ select. I'll be about to pick say against expecting to be able to get lucky and have fun. Next thing you know I'm furiously clicking lock in and nothing happens. It'll let me use chat. It'll make the lock in look as if it's been used than reset. It'll also give me a queue ban for dodging. Any idea whats going on?
