Champ select disconnect but no reconnect

I just tried to play a rank match and as we all loaded in to champ select. Everyone disconnected and reconnected but i was not able to connect in champ select. I was still in then lobby just not able to do anything because of a bar which came up and said exit now or wait... well i was first ban and decided to wait since i would have dodged if i hit exit now. the bar never went away and i got a dodge timer. Something about a poor internet connection after i just did a full aram no problem 20ms. is this a new feature that going rogue or has this always been in the game???
