Two times, different computer and ID, Kat can't use Q,E and B after 30min , 38/2/2 then defeated，if I went in to rank with this bug, I'll fk this game

I just had this bug happen to me. League actually froze on me then when I rebooted it I was unable to use Q,R and the recall abilty with Kat lucky for me the other team surrendered.
