Thresh hook bug??

So really, I don't get how no one really notice this bug yet but my friends found it out, they're thresh mains and its really really useful for them but also extra hard to do it then in the video, like they said something about timing it super accurately for it to work, already pre-season7, not sure if it removed, they found the video like about 1 1/2 weeks ago.
