[GAMEPLAY] Total experience of account not transferred during Account Experience Overhaul

I had been leveling this account for a fair while before taking a quick break from the game, at that time I was level 21 with about 2k or so left over exp (about 1 or 2 games away from level 22) which at the time was the around the 50% exp to 30 mark. So I was quite excited to see in the patch notes that I they had cut the exp requirement in half... I was hoping to play a few games to 30 and enjoy ranked.

However that was not the case.From what I gather the way the leveling system works is that your level is not based off your total exp, but rather it is a number that is increased once you reach a certain amount of exp and then that exp number is reset. So when I got into game I had level 21 plus the 2k or so exp, which if you go off my total exp from the previous system and convert it to the current it would be level 30 or a few games off. However I am after playing 2 games level 23 and 1 exp. which is 60.1% of the way there.

For the same effort as what a newer would put in to reach level 30, I have only gotten 60.1% of the way there, I would like to know if this was as intended or simply an oversight.
