key drop rate bugged "for me at least"

i was able to regularly get between 9 to 12 key fragments
my key drop reset timer used to be on the 15th of each month its hard to miss when you get 3 key fragments in 3 wins all of a sudden

then i took a 2 week break from league , when i came back the drop rate was very low and it continues to be extremely low for nearly 2 month now and its not resetting at all

Any help will be appreciated and no i am not making this up because i am sure some idiot will come and say that everything is just fine , its not fine to get 1 key fragments every 30 wins or something.
