sometimes when cho ult a minion, it didnt get any stacks but put the ult on cd

This sometimes happens to me, too. It happens rarely, every one or two games. It seems to be related to some other source of damage hitting the minion during casting the ult.
The strange thing is, when printing your cooldown to the chat it prints available to the chat instead of the cooldown displayed on the spell itself, but it is not possible to cast it again
