HTML notation bug in Snowdown Shop

In the Snowdown Shop the percent sign (%) for special offers is falsely encoded in HTML notation. Probably the text is already UTF-8 encoded and therefore should be written in plaintext.

Reproduction steps: Open the Snowdown Shop -> open the special offers Reproduction rate: 100 % Server: Seen in EUW, german language pack, not testet in other languages and servers. Priority: Medium Difficulty: Minor

When I first saw it a few days ago, I thought this would be fixed very soon, but since it hasn't yet I decided to still report it.
