Sion's Q and R would not activate in ARAM [GAMEPLAY]

During a match a few minutes ago I was playing Sion in ARAM on purple side. For about 5-10 minutes of the match I was playing fine, all my skills worked. The only items I had when I noticed the unresponsiveness were Mercury treads with alacrity and a sunfire cape. I would press Q and get nothing, as well as with R. Even clicking their icons did nothing but give me the toggle sound. This went on for the remainder of the match though the W and E worked fine as well as Randuin's when I bought it.

There was no lag or a problem with my connection at all. Step by step to recreate the situation..well its better to just show you my item acquisition if it had any affect:
