Katarina Q and W bug

Whilst playing Katarina, I wasn't able to 'Q' all the time even when the 'Q' was on a minion, plus I tried stationary neutral monsters and it didn't work. the 'W' was delayed and only worked instantly when used with 'E'. 'Q' stopped working entirely for about 7 minutes then started working again.
