Windowed or border-less on 4k monitor client is zoomed in and across multiple monitors CLIENT

I am using one 4k monitor and one 1080p monitor, when I get into game the window is 4x bigger then it should be and fills up my 4k monitor with the top left quadrant of the client and my 1080p monitor with the overflow of the game, its impossible to play and only happened with I updated to 6.3

changing the game settings to full screen fixes the issue.
