[GAMEPLAY] Ornn passive bug in ARAM

I was level 11 and used the Ornn passive to craft Sunfire Cape and the passive went on CD for 2 minutes. After 1 minute and about 30 seconds(30 seconds left on passive), I leveled up to 13 and my Sunfire Cape was upgraded to Forgefire Cape and my Abyssal Mask upgraded to Infernal Mask as it should be, but the passive CD reset to 2 minutes. I then hit level 14 before the passive CD finished (because it reset) and I was not able to upgrade my teammate's items until the passive CD finished. Once the passive was off CD I was able to upgrade my teammates items as I leveled up and the passive did NOT go on cooldown.

TLDR: Ornn lvl 13 self upgrade resets the passive CD and at lvl 14+ you can not upgrade your teammate's items if your passive is on CD
