Poppy bug

Umm i was playing a game with poppy and i got a few problems in the game Eg: Skills not working (including flash and smite) but items actives were fine, I couldn't upgrade my skills either and i was on lvl1 while this entire was happening and i was supposed to be at lvl 9 or 10 i wasn't lagging or anything. It happened when the red buff first hit me and perma silenced me for the rest of the game
