[Gameplay] Sion Q non-smartcast

Before 5.7 patch, if Sion's Q was not smartcast enabled, you were able to left click to get him to slam the ground OR press Q again to have the same effect. After 5.7 patch it changed to ONLY pressing Q again to reactivate. The functionality of left clicking to release an early Q was removed and I'm not sure if this was intended.

Steps to reproduce:

1. Don't have Q on smartcast.
2. Press Q once, try to activate the slam down by left clicking.
3. Doesn't work anymore
