Jinx Pow-Pow auto attack, no damage on minions

Watching this video of the finals game 1, I noticed that at time 26:59, jinx auto attacks a group of minions with Pow-Pow, and you can clearly see the projectile connect, but they take no damage. Never noticed this personally in game though as I don't own Jinx.

EDIT: You can even see the attacked minion get affected by the red buff burn.

I noticed that issue as well, I thought it was odd, because the next one crit and killed them all. The first minion also magically seems to lose half its health. Seems like a graphical glitch in the health pool. OR OR OR Riot Hates Koo Tigers and cheated. I think we need to redo worlds.
