Client-Crashes during loading screen, cant load into game until everyone else is in.

I recently did a factory reset on my laptop (last night). Currently the only thing I have on it is league of legends and google chrome. Right off the bat I try to get into a game and I freeze on the loading screen and cannot alt tab. When it finally works, an error report appears. Ive sent in probably 30 but none of them have done anything so I stopped sending them. Once I try to reconnect, it says there was a network error. This happens until everyone else is in game, and then I can finally join in with them. Ive tried repairing my client, and was thinking of redownloading it. However, I dont see what that would fix considering this is a fresh league of legends on a fresh laptop.
