Pretty sure the link shows it all.
If you're not sure what's wrong, take a look at Yasuo Bot.
Yasuo Bot was using one of the new chroma skins in game.

Chromas doesn't have specific splash art. They use the default (or the skin if the chroma is made for a skin ^^)
Chromas use the parent skin splash, and don't have a unique splash art, buuuut since it's High Noon Yasuo, his parent splash should be displaying. Looking into this now.~
