[GAMEPLAY] Teemo's passive does NOT grant him passive attack speed!

Teemo's passive "Camouflage" states that "After leaving stealth, Teemo gains the Element of Surprise, increasing his Attack Speed for 3 seconds".

His attack speed does not increase at all after leaving stealth. I have check on several occasions, including leaving stealth at the start of game, in the middle of lane randomly, in the middle of lane to attack minions, in the middle of lane to attack champions and in the jungle hitting monsters. On all the occasions he did not gain any attack speed!
