[Gameplay] Zilean Bombs, Fizz ult not interupting recall- intended?

I main Zilean. I have noticed that in the new patch, placing a bomb on an enemy champion no longer interrupts their back. This is a single bomb, not a double. The champion will complete their back with my bomb on them, where it explodes without much purpose. I have also seen video of Fizz ult doing the same thing, hitting a backing champion without interrupting their back, then traveling with them to do the damage. To be clear, this is way outside of the do-damage-keep-recall window of 0.5s or whatever, as Zilean bombs with a timer of 3s go off often right after the recall finishes, meaning probably 2.5s or so prior to recall finish the bomb was placed on the champ.

Is this intended functionality? This isn't how these abilities used to work. It's a slight nerf to my poor Zilean if it is.
