Game Sound Issues still ongoing

I play in fullscreen, don't know if that has anything to do with it but whenever the loading screen comes up (starting a game after champ select) if i click out of it within the first few seconds, the in game sounds are non-existent, none of the volume setting in game are messed with and league does not appear on the volume mixer on my computer. Running windows 10 but this has been ongoing since i ran windows 7 (Atleast 2 years) And this has occurred on both an HDD and SSD so i believe it is a client issue or the way league loads it's information when starting up a game. A secondary problem that also occurs in the same manner is if it isn't the sound issue, its a quality issue where the champion picture and the abilities are blurred/ pixelated in the in game HUD.

Please fix this i can't stand playing without sounds.
