[CLIENT] 14.3/14.3 mb/s (no Firewall and etc.)

I logged back in in the league of legends client, but it said; League of legends need a update thats all fine but when it was eta 0 minutes it stayed 14.3/14.3 mb/s for 7 minutes, it happens sometimes but its very annoying.
