Unknown server error and failed to pick champ error

I have been getting an error where I see 3 out of 5 people pick for example... just before it's my turn in game music stops playing.. and it gets silent... then out of no where my turn to pick comes up.... but though it says 39 seconds... its more like 2-3 and then it says I failed to pick a champ kicks me and gives me a 30 min wait penalty.... if that's not the case I get another error after picking my champ that says unknown server error... very frustrating to say the least. especially bc I get a leaver penalty on top of it... any fixes?
