What do the gold borders around vayne, master yi, ashe, and miss fortune mean?

That means that you have already earned a chest with that champion, as either you or someone on your team earned an S rank while you were using that champ. You cannot earn a chest with that champion for the rest of the season.

why are there Blue locks on certain champs in my collection? they don't correspond to the borders either
