I just rerolled three epic skin shards, but instead of getting a permanent epic skin, I got defender Leona.

It says on the client thought that if you re roll three of the same type of skin shards then you will obtain a permanent item of the same type.

it means if you reroll 3 skins or 3 champs you get either a champ or a skin. but we cant reroll champs anymore so its just outdated. blame riot on that one

I dont reroll skin shards (3); better if you save all your skin shards, if you get a skin shard you love disenchant the other ones to get that one you like
