[GAMEPLAY]Thresh/Chilling Smite bug

When a jungler gets hooked by Thresh's Q, he is still able to cast the Chilling smite active from Stalker's Blade. Don't think this is fair balance-wise as all other skills are disabled when hooked.

Not sure if this bug is jungler specific but I was able to smite a champion while hooked as Xin Zhao and Sejuani.
