Getting key fragments is completely random. There is no guarantee that you will get them.
Also, whenever you get a key fragment, the drop chance for the next one is lowered, and this continues to happen every time you get a key fragment. The drop chance does reset 30 days after you get your first key fragment at the original drop rate.
