On Hit Passives Affecting Damage to Turrets

So far I've only experienced this issue with Jax and Caitlyn, but on Live they sometimes do reduced damage to turrets. It's not just when they have their passives ready, seems semi-random, though there is probably a pattern.

Almost definitely an issue with other on-hit champions. I haven't tested it with on-hit items.
