Weird Runes Bug

Just made this acct hoping leveling up to lvl30 would be a little more fun since there is no longer an IP requirement for runes, but I'm getting this really weird bug that for some reason said I'd be able to pick my rune pages at level 8. The time finally came and it seems that it only let's me pick from the preset pages. Then I hear from a friend about another weird bug where he reached level 11 and was still only able to create a page with the Keystone rune and nothing else. This obvious bug needs to be fixed as no competent development team like the amazing developers at Riot, would intentionally remove the IP/per level requirement for runes only to replace it with another level requirement. Hoping to see this issue resolved soon. Same goes for the weird bug with summoner spell doing a similar thing. And the game has had that forever.

yeah thats an extremely weird and awkward bug i really hope they fix this soon because there is no way it was an intended feature in the game. it seems as if each members of the team responsible for this change might have somehow been the first people to ever successfully grow an extra chromosome.
