Health Bars Blurring, Not clearly visible

Hello, In some of my games (occurs sometimes only) when the game starts and for the duration of it, Health Bars of champions and minions appear blurring, like not clearly visible as it is supposed to be. This makes killing minions way harder cause it is so hard to tell minion's current HP. In addition, I can see some blurring on my ability icons on the bottom-middle of the screen. I doubt this is a game bug but if my graphics/memory is causing this I would like some help on how to resolve it. Btw, I tried to Disable - ReEnable HP bar display but nothing changed.
