[GAMEPLAY] Lissandra self-targeting for ult is not consistent

Often, when other champs are nearby (not directly on top of) Lissandra, and the player quickcasts her ult while the mouse cursor is on top of her, the ult will target the enemy champ nearby instead. This is usually undesirable when the intention is to self-cast, since the self-target protects Lissandra, lasts longer, and heals her. This was seen when fighting an enemy Aether Wing Kayle and a regular Katarina. Unsure which abilites the enemy champs were using at the time, but they were withing about 1 bodylength away from Lissandra.

STR:

1. Position enemy champ within one or so bodylengths away from Lissandra.
2. Quickcast Lissandra's ult on herself.

Observed: Ult targets enemy champ.

Expected: Ult targets Lissandra.

Frequency: Seemed to be about 3 out of 5 times.
