You need to be at least honor level 2 to get the rewards. Are you not? = you won't get anything, not even the border. You can be challenger in all 3 queues, that won't change, 'cause ... RIot.
if you didn't receive a 14 days ban but just a chat restrinction, you can still try to hit honor level 2 until february 2019 to get ur rewards.
